He is the author of two books, The Paradox of Representation and The Republican South, published by Princeton University Press. The Supreme Court cited his work on redistricting in Georgia v. Ashcroft and LULAC v. Perry. The German Marshall Fund awarded him a fellowship for his current project on minority representation in democratic countries. David voted absentee in 2004 so he could spend Election Day in Kazakhstan explaining about the U.S. elections. The State Department has also sent him to speak in Azerbaijan, Cyprus, Germany, Israel, Jordan, Montenegro, Romania, Serbia, Slovenia, Spain.
