Let me summarize - what most North Americans consider broadband is a sad weak joke compared to what Koreans and Japanese consider broadband. Which makes these figures (hat tip Dave) showing the US and Canada doing well on broadband penetration, a case of oranges and apples.

...for market penetration from OECD are folks with significantly less than 100Mbps (>=8Mbps for the most part). Dunno about the Korean figures, but I suspect the trend there is similar.

My larger question of what does one do with that much bandwidth, such that the lack of same is to be taken as a valid indicator of a society's decline, remains.

I think falling behind in technology generally, which is what the US is doing, is a very valid concern and predictor of decline. It was certainly the pattern in Britain during their period of decline - they had the most patents for far longer than most people realize - but the most advanced stuff was manufactured or built, and adopted, in the US or Germany. Add this to all the other indicators, and you've got some real issues that can't be easily dismissed.

Moreover the US needs a new technological boom. That's when all the dollars overseas get repatriated at extremely high valuations (see: internet boom). If foreigners decide there isn't going to be another tech boom they need to buy into, then eventually (and this time seems to be happening) they are going to start wondering why they're holding so many dollars.
