You are the enemy, of course. That's why Kissinger is in there telling Bush that the military and the Administration are visionary and brilliant - and it's you damned citizens that are losing the war with your weird alien ideas about democracy.
All in all, I'd say given the weird trajectory these people departed reality at they're actually pretty well on target in that respect. A well-informed and unafraid citizenry is their natural enemy.

By definition, it was to muzzle prospective critics of the war.
It was an aggressive act, a hostile act, broadly targeted at the American public in general to sway broad public opinion - not at a small group of already-committed anti-war activists who presumably would have marched anyway.
In short, an act by an enemy of the people - which is how you'd define someone committing a pre-emptive hostile act against the citizenry at large. Or what we also call a "traitor".
