CNN: The United States has failed to persuade Russia and China to support a U.N. Security Council draft statement condemning North Korea.

The decision comes amid skepticism in South Korea over the accuracy of U.S. reports of North Korea stepping up its nuclear program .

"Moscow believes there is still room for diplomatic efforts that are taking place in different capitals," Russia's deputy ambassador at the United Nations, Gennady Gatilov, said according to The Associated Press.
