Lcbp P1 And P2 Grant Applicability

Q: I read the Phase 1 and 2 Guidelines and then phoned the two organisations to check on grant applicability. We are not able to apply for a grant under Phase 2 - although the guidelines do say that organisations with multiple sites can apply, this refers to Housing Associations who are the freeholder or leaseholder of all of the buildings they are applying for. Our type of organisation does not meet their criteria and the applicant must be the freeholder or leaseholder. Phase 1 does apply and the programme is now open until June 2010. Although they thought that our plan was a good idea there are no special grants available under the LCBP which would provide extra assistance. Every application has to be done individually by the householder and is limited, as we know, to ?400 or 30% whichever is the lowest figure. A thought on supplier selection and discounts: Phase 2 approved suppliers have to tell the BERR their prices but Phase 1 accredited suppliers do not, so there could still be room to negotiate a bulk discount with some selected suppliers to whom we would need to write to invite them to "tender" to be a supplier. We could then invite them to the session in the Village Hall. I would hope that we could agree some form of stepped quantity discount system whereby we accrue greater discounts the higher the number of installations but I do think we would need at least 3 framework suppliers who would bid against each other for each separate installation, although there is no reason why a household should not choose their own supplier if they wish. The discounts could be paid into a central account and then shared out amongst the participant households at the end of a fixed period for which the programme would run.

A: Oh bother about LCBP2 but oh good about LCBP1. I used LCBP1 to get my solar thermal so I am happy to help others. LCBP1 doesnt need to use Framework suppliers, the installers list is bigger. Can you look into CSEP for me quickly Richard so I can work out with Carol whats best for Furze Platt? From my reading it looks like only 1 award can be made to an applicant, so TTM may be more suited to apply for say 8 houses as a group (with a range of microtechnologies) rather than apply for Furze Platt. Could I ring you Monday? I am on 01628 810083. Furze Platt Schools could apply for CSEP in the name of the school, or in the name of Solar Club Furze Platt. I dont think it could do it under the name of Hawthorn Enviromental because of Carols' other commercial activities. Even if Furze Platt got a grant in their own name, it may be for only 50%, and then TTM could sign them up to complete the project, providing income to roll forward the sustainable aims of TTM. Then we could sign up other school roofs (Newlands, Desborough) - not to override the other ambitions of TTM like The Shed but to support them....thats what inspires me at the moment. It also feeds nicely into current criticism of share based companies becoming too distant from the needs of their communities, TTM would be the opposite. Hope that doesnt sound too political.
