Collect the solar in orbit, send it down via rf beams, through the water vapor window. However, the other gases do some absorbing, and the projected efficiency is nowhere near 100%. Any energy lost will go into heating something somewhere. Negligible at first perhaps, but scaling it up to power the planet implies some serious heating. But however, the atmosphere is a heat engine, and it strives to arrange a uniform overall temperature. Will someone please explain this to your nutcase Congresswoman Michele Bachmann.
