Application Big Card Credit Lots?

Q: I shudder when some over educated authority decided to impose their standards in the decision-making, and presume everybody are receiving the same pay packet. CONFUSION, worry and anger were some of the reactions expressed by parents and last year's O-level students over the new way of applying to post-secondary institutions. According to the Ministry of Education's website, this should be done online and requires the use of a Singapore Personal Access (SingPass) password, while the $7 application fee has to be paid for online. Previously, students could choose to apply online or at the institution of their choice, and pay the application fee by Giro or in person. Some youngsters said they do not have an Internet connection at home, a number said they have either not received or have misplaced their SingPasses, which the Ministry of Education said it issued last year, while others add that their parents do not have credit cards, making online payment impossible. Genevieve Chow, 17, who took her Os at Bishan Park Secondary, said: 'I hadn't heard of SingPass until a few days ago, when I got a reminder letter from MOE to activate my SingPass. So I went down and did what was necessary yesterday.' Those who are most upset are the ones who do not have access to credit cards to pay for their applications. Three students The Straits Times spoke to were so embarrassed their parents do not have credit cards, they refused to give their names. MOE's website says the bill can be settled by credit card, debit card or, for those who do not have either, the Giro-like system FlexiPay. However, to apply for a FlexiPay account, a SingPass is needed. On top of that, the bank requires 21 days to process an application for one. With so many things to sort out, parents told The Straits Times that they are worried there will be a jam next week as there are only five days for their children to file their applications to junior colleges, the centralised institute, polytechnics or the Institute of Technical Education. Fifty thousand students took their O levels, thought to be a record number in recent years, as the year they were born, 1988, was the Year of the Dragon, considered auspicious. Yesterday though, the ministry offered other avenues for payment. In response to queries from The Straits Times, it said: 'We hope the e-payment modes will make payment more convenient for students as they will not need to physically go to a place to make payment.' However, those who do not want to pay online can pay by cheque, cash or Nets at MOE's customer service centre at the ministry in North Buona Vista Drive. As the centre is likely to be crowded during this period, the MOE added, students can pay in cash between March 7 and April 15. Institutions involved in the exercise say while they cannot solve the SingPass or payment problem, they are offering the use of their Internet-connected terminals during the five-day application period. Ngee Ann Polytechnic is setting aside 50 and is even chartering a bus to ferry students to community development councils, where they can obtain a SingPass on the spot.

A: online payment by credit cards? lots of ppl have no credit card lah. wither income not enough or ask that cusomer credit bureau. needless to say, is online payment secure? ask money order or postal order lah.
