Funding Agencies in India
In India, not much funding is prearranged for carrying out essential research in educational institutions, particularly graduate level institutions. There is very a small amount of funding agencies in India such as UGC, CSIR, DST and AICTE. As the government has severely reduced grants for carrying out research activities, these funding agencies cannot allot enough funds to educational institutions. Also, in some of these funding agencies, the authorities limit funds to a few chosen areas only.
A lot of educational institutions – government, government-aided and self financing – have introduced postgraduate and research programs. However, these institutions undergo lack of sufficient laboratory facilities necessary for advanced research activities. Despite the information, power, potential and inspiration, the Indian youth sadly fails in research activities, because of insufficient funding. It is very depressing to note that India is losing young, lively and research-oriented students, since they travel to foreign countries where the universities are well equipped. Actually, the country is losing a spirited edge in the world because of indecent use of scientific resources and the power of young scientists.
AICTE, New Delhi, a main agency providing funds to engineering and polytechnic institutions in the country in order to encourage science and technology could supply less than 10 Lac rupees only for R&D and TAPTEC (thrust area projects) programs.
It is not accurate in blaming the main investigators and coordinators for not presenting their project information on time. For different reasons, the project work gets postponed. First, the coordinators are not certain whether they would get their funds from the funding agencies in time or not. Secondly, funding agencies do not approve sufficient funds as required by the coordinators for their projects. Further more, they do not grant money in one full fee but in three or four installments. Under these conditions, no coordinator can supervise the accessible funds for his/her plans.
When money less than the necessary amount are authorized, scientists find it very hard to obtain their complicated equipments. Hence they are required to go in for lower and imperfect versions or other low cost equipments from local companies. These tools repeatedly fail to supply precise results and regularly undergo repairs. Also, local repair personnel are not accessible to repair these instruments on time and funding does not allow one to mend the equipments with skilled personnel from eligible organizations. This trend badly influences the excellence of research that is being done.
The researchers very much anticipate the funding agencies to realize the difficulties involved in carrying out research activities. Under these conditions, the funding agencies must take sufficient actions to resolve the above-stated problems and help the coordinators continue with their project work.
