To Enforce "sexual Harrassment Law", Shouldn't The Employer Or The State Clearly Define It In Detail?

Q: To enforce "sexual harrassment law", shouldn't the employer or the state clearly define it in detail? Shouldn't they define exactly what gesture, expression, slang, words, touch, etc or a combination of those, and under what exact circumstances it constitutes " sexual harassment" instead of taking for granted that a female did not like or offended by a guy? Something that's offensive to one woman may not be offensive to another depending on their upbringing, culture and beliefs. What's offensive may not be offensive to you.

A: I think you need to really know the personality of the person at work before you let your guard down. Some people cant just take a joke. Then on the other hand, if someone tells you that something is offensive to them, and someone refuses to stop then they have crossed a line. You are right though the law should be more specific!
