What the woman is doing is not sexual harassment.
A: Why not? She is the instigator of the sexual activity. She is using sex to manipulate workplace behavior. Maybe this is the catch. Perhaps we have stumbled on the larger issue. Is it sexual harrasment only when the instigator uses the workplace to manipulate sexual behavior or is it also sexual harassment when the instigator uses sexual behavior to manipulate the workplace. For example, when a man tries to use his position as boss to extract sexual favors we call this workplace sexual harrasment. So, when a woman tries to use sexual favors to extract workplace favors is this also equally punishable? Should it be?
