Q: A friend in Africa has been looking into work possibilities in Canada (he is a construction engineer) and has no idea of the best way to proceed. He has already sent $50.00 to a lawyer in Montreal, an L. Simcoe. Does anyone know if this would give him a legitimate shot at immigration? Is it the beginning of a list of increasing fees which might well get him nowhere? It seems to me rather suspect in terms of its placement i.e., in want ads...
