California Sexual Harassment Training Regulations

Q: My question is one of a legal matter rather than a political one. I did not know that in our legal system that the law allowed prisoners to sue, let alone the guards that are guarding them. It was my understanding that the US Code of Federal Regulations did not apply to people in jail. Am I turned around backwards on this one?

A:Title 28 of the Code of Federal Regulations deals with prisoners. There are a number of regulations with regards to prisoner's rights, the prohibition of corporal punishment and rules and regulations with regards to searches, etc. I am not sure if this deals only with federal prisons, or if these regulations apply to state prisons as well. Anyone know?
