Stratfor - The United States is negotiating with the Azerbaijani government to renovate one of its air bases for use as a refueling station for NATO planes traveling to Afghanistan, a spokesman for the U.S. Embassy in Baku said July 26. He added that that Baku's Heydar Aliev International airport may be used while Azerbaijan chooses an air base.
