If the No Such Agency has penetrated every type of electronic means and methods for listing in on anything and everything, coupled with the ability to listen through walls, coupled with possible human intelligence sources also know as spies, the possibility that the No Such Agency or a black ops group within the group know exactly what is being done by Fitz.

If the cabal of George the Younger was about to face the possibility of losing some power and all the power of the sub groups was not put into play, to gather intel to defend or start blocking moves would be a total surprise. There is too much money at stake.
